It`s just imagination probably, because game will run 60 fps max anyway(but there is a difference between 60 fps and say 240 fps in games that allow it). So if you really wish to disable it - go fullscreen(fullscreen is a different method of sending video stream to your monitor), this way you bypass windows behaviour. The reason is windows 7+ will auto apply vsync to all windows(and borderless is window without borders). Next thing is that when you disable vsync and you have borderless window - you have vsync turned ON regardless of your settings. Well, i`m not an expert(just osu! player.), but can help a bit here.
